AN ACT CONCERNING MU NICIPAL DATA REPORTING. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective July 1, 2019) Not later than October first 1 
annually, each employer, as defined in section 38a-513f of the general 2 
statutes, shall submit a report to the Secretary of the Office of Policy 3 
and Management, in a form and manner prescribed by the secretary. 4 
Such report shall contain (1) the number of active collective bargaining 5 
agreements between the employer and employee organizations, (2) the 6 
number of employees covered by such agreements, (3) for any 7 
employer that sponsors a fully insured group health insurance policy 8 
for its active employees, early retirees and retirees that provides 9 
coverage of the type specified in subdivisions (1), (2), (4), (11), (12) and 10 
(16) of section 38a-469 of the general statutes, the percentage increase 11 
or decrease in the policy costs, calculated as the total premium costs, 12 
inclusive of any premiums or contributions paid by active employees, 13 
early retirees and retirees, divided by the total number of active 14 
employees, early retirees and retirees covered by such policy, for the 15 
preceding year, and (4) information concerning retirement plans and 16  Raised Bill No.  7365

benefits offered or provided by such employer and the total costs to 17 
such employer associated with the provision of such plans and benefits 18 
for the preceding year. 19 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2019 New section 
 
Statement of Purpose:   
To require certain municipal employers to annually report information 
concerning collective bargaining, health insurance costs and retirement 
plan costs to the Office of Policy and Management.
