AN ACT CONCERNING PO LICE PURSUITS OF STOLEN MOTOR 
VEHICLES BEING OPERA TED BY OR INVOLVING A PASSENGER 
WHO IS A JUVENILE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 7-294ee of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective October 1, 2019): 2 
(a) The Police Officer Standards and Training Council, established 3 
under section 7-294b, and the Commissioner of Emergency Services 4 
and Public Protection or the commissioner's designee, shall, within 5 
available appropriations, jointly develop, adopt and revise, as 6 
necessary, minimum standards and practices for the administration 7 
and management of law enforcement units, as defined in section 7-8 
294a. Such minimum standards and practices shall be based upon 9 
standards established by the International Association of Chiefs of 10 
Police and the Commission on Accreditation for Law Enforcement 11 
Agencies, Inc., and shall include, but need not be limited to, standards 12 
and practices regarding bias-based policing, use of force, response to 13 
crimes of family violence, use of body-worn recording equipment, 14  Raised Bill No.  7381

complaints that allege misconduct by police officers, use of electronic 15 
defense weapons, eyewitness identification procedures, notifications in 16 
death and related events and pursuits by police officers. Not later than 17 
January 1, 2020, the minimum standards and practices for pursuits by 18 
police officers shall be updated to include standards and practices that 19 
govern the pursuit of a motor vehicle reported as stolen when it is 20 
known to the officer or officers engaged in the pursuit that the 21 
operator of or a passenger in the motor vehicle is a juvenile. The 22 
council shall post such minimum standards and practices on the 23 
council's Internet web site and disseminate such standards and 24 
practices to law enforcement units. The council and commissioner or 25 
the commissioner's designee shall jointly develop a process to review a 26 
law enforcement unit's compliance with such minimum standards and 27 
practices and issue a certificate of compliance with law enforcement 28 
standards and practices to a law enforcement unit that meets or 29 
exceeds such standards and practices. 30 
(b) [On and after January 1, 2019, each] Each law enforcement unit 31 
shall adopt, update and maintain (1) the minimum standards and 32 
practices developed by the council pursuant to subsection (a) of this 33 
section, or (2) a higher level of accreditation standards developed by 34 
the council or the Commission on Accreditation for Law Enforcement 35 
Agencies, Inc.  36 
(c) No civil action may be brought against a law enforcement unit 37 
for damages arising from the failure of the law enforcement unit to 38 
adopt and maintain such minimum standards and practices or a higher 39 
level of accreditation standards.  40 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To require standards that govern a police pursuit of a stolen motor 
vehicle being operated by or involving a passenger who is a juvenile.
