AN ACT CONCERNING CI VIL ACTIONS BROUGHT BY ELDERLY 
VICTIMS OF ABUSE, NEGLECT, EXPLOITATION OR 
ABANDONMENT. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsection (a) of section 17b-462 of the general statutes is 1 
repealed and the following is substituted in lieu thereof (Effective 2 
October 1, 2019): 3 
(a) An elderly person who has been the victim of abuse, neglect, 4 
exploitation or abandonment, as such terms are defined in section 17b-5 
450, may have a cause of action against any perpetrator and may 6 
recover [actual and punitive] treble damages for such abuse, neglect, 7 
exploitation or abandonment together with costs and a reasonable 8 
attorney's fee. The action may be brought by the elderly person, or the 9 
elderly person's guardian or conservator, by a person or organization 10 
acting on behalf of the elderly person with the consent of such elderly 11 
person or the elderly person's guardian or conservator, or by the 12 
personal representative of the estate of a deceased elderly victim.  13  Raised Bill No.  7382

This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 October 1, 2019 17b-462(a) 
 
Statement of Purpose:   
To permit elderly victims of abuse, neglect, exploitation or 
abandonment to sue for treble damages.
