LCO No. 5871 1 of 2 General Assembly Raised Bill No. 7384 January Session, 2019 LCO No. 5871 Referred to Committee on GOVERNMENT ADMINISTRATION AND ELECTIONS Introduced by: (GAE) AN ACT CONCERNING TH E STATE CODE OF ETHICS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 1-101pp of the general statutes is repealed and the 1 following is substituted in lieu thereof (Effective July 1, 2019): 2 Any commissioner, deputy commissioner, state agency or quasi-3 public agency head or deputy, or person in charge of state agency 4 procurement, contracting or human resources, who has reasonable 5 cause to believe that a person has violated the provisions of the [Code 6 of Ethics for Public Officials] code of ethics for public officials set forth 7 in part I of this chapter or any law or regulation concerning ethics in 8 state contracting shall report such belief to the Office of State Ethics, 9 which may further report such information to the Auditors of Public 10 Accounts, the Chief State's Attorney or the Attorney General. 11 Sec. 2. Section 1-101rr of the general statutes is repealed and the 12 following is substituted in lieu thereof (Effective from passage): 13 Raised Bill No. 7384 LCO No. 5871 2 of 2 (a) Each state agency and quasi-public agency that is a party to a 14 large state construction or procurement contract or is planning such a 15 contract shall appoint an ethics compliance officer. Such officer shall be 16 responsible for the development of the ethics policies of such agency, 17 coordination of ethics training programs for such agency and 18 monitoring of programs of such agency for compliance with the ethics 19 policies of the agency and the [Code of Ethics for Public Officials] code 20 of ethics for public officials set forth in part I of this chapter. At least 21 annually, each ethics compliance officer shall provide ethics training to 22 agency personnel involved in contractor selection, evaluation and 23 supervision. Such training shall include a review of current ethics laws 24 and regulations and discussion of ethics issues concerning contracting. 25 Any contractor and employee of such agency shall provide any 26 requested information to such ethics compliance officer. 27 (b) Each other state agency and quasi-public agency shall designate 28 an agency officer or employee as a liaison to the Office of State Ethics. 29 The liaison shall coordinate the development of ethics policies for the 30 agency and work with the Office of State Ethics on training on ethical 31 issues for agency personnel involved in contracting. 32 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2019 1-101pp Sec. 2 from passage 1-101rr Statement of Purpose: To make technical changes to provisions related to the state code of ethics.
