AN ACT CONCERNING A STUDY O F VICTIM SERVICES.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established a working 1 
group to study victim services. Such study shall include, but not be 2 
limited to, an examination of services provided to a victim of a crime 3 
starting from the point of the commission of the crime and continuing 4 
to the point that such person no longer needs such services. The study 5 
shall include any recommendations for legislation to improve, enhance 6 
or streamline the provision of such services. 7 
(b) The working group shall consist of the following members: 8 
(1) The Victim Advocate, or the Victim Advocate's designee; 9 
(2) A municipal police chief appointed by the Connecticut Police 10 
Chiefs Association; 11 
(3) The Commissioner of Emergency Services and Public Protection, 12 
or the commissioner's designee; 13 
(4) The Commissioner of Correction, or the commissioner's 14  Raised Bill No. 7401

designee; 15 
(5) The Chief Court Administrator, or the Chief Court 16 
Administrator's designee; 17 
(6) A representative of the Office of Victim Services of the Judicial 18 
Branch designated by the Chief Court Administrator; and 19 
(7) A member of the Board of Pardons and Paroles designated by 20 
the chairperson of the board. 21 
(c) Not later than January 1, 2020, the working group shall submit a 22 
report on its findings and recommendations to the joint standing 23 
committee of the General Assembly having cognizance of matters 24 
relating to the judiciary, in accordance with the provisions of section 25 
11-4a of the general statutes. The working group shall terminate on the 26 
date that it submits such report or January 1, 2020, whichever is later. 27 
This act shall take effect as follows and shall amend the following 
sections:
