RESOLUTION PROPOSING AN AMENDME NT TO THE STATE
CONSTITUTION TO PROV IDE TWO YEARS OF FREE PUBLIC POST-
SECONDARY EDUCATION.
Resolved by this Assembly:
Section 1. That the following be proposed as an amendment to the 1
Constitution of the State, which, when approved and adopted in the 2
manner provided by the Constitution, shall, to all intents and 3
purposes, become a part thereof: 4
Article eighth of the Constitution is amended by adding section 5 as 5
follows: 6
Sec. 5. There shall be a Higher Education Scholarship Fund for the 7
purpose of providing each bona fide resident of the state with two 8
years of free post-secondary education at an institution within the state 9
system of higher education or other entity as shall be prescribed by 10
law. The General Assembly shall implement this principle by 11
appropriate legislation. 12
RESOLVED: That the foregoing proposed amendment to the 13 House Joint Resolution No. 68
LCO No. 4634 2 of 2
Constitution be continued to the next session of the General Assembly 14
elected at the general election to be held on November 3, 2020, and 15
published with the laws passed at the present session, or be presented 16
to the electors at the general election to be held on November 3, 2020, 17
whichever the case may be, according to article sixth of the 18
amendments to the Constitution. The designation of said proposed 19
amendment to be used on the ballots at such election shall be "Shall the 20
Constitution of the State be amended to establish a Higher Education 21
Scholarship Fund for the purpose of providing residents of the state 22
two years of free post-secondary education?" 23
