LCO No. 5149 1 of 3 General Assembly Committee Bill No. 5 January Session, 2019 LCO No. 5149 Referred to Committee on LABOR AND PUBLIC EMPLOYEES Introduced by: (LAB) AN ACT ESTABLISHING A WORKFORCE PIPELINE A ND JOB CREATION TASK FORCE. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) There is established a workforce 1 pipeline and job creation task force to prepare the state's future 2 workforce for well-paying manufacturing and technical jobs located in 3 Connecticut. 4 (b) The task force shall consist of the following members: 5 (1) Two appointed by the speaker of the House of Representatives; 6 (2) Two appointed by the president pro tempore of the Senate; 7 (3) One appointed by the majority leader of the House of 8 Representatives; 9 (4) One appointed by the majority leader of the Senate; 10 (5) One appointed by the minority leader of the House of 11 Committee Bill No. 5 LCO No. 5149 2 of 3 Representatives; 12 (6) One appointed by the minority leader of the Senate; 13 (7) The Labor Commissioner, or the commissioner's designee; and 14 (8) Two persons appointed by the Governor. 15 (c) Any member of the task force appointed under subdivision (1), 16 (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 17 of the General Assembly. 18 (d) All appointments to the task force shall be made not later than 19 thirty days after the effective date of this section. Any vacancy shall be 20 filled by the appointing authority. 21 (e) The speaker of the House of Representatives and the president 22 pro tempore of the Senate shall select the chairpersons of the task force 23 from among the members of the task force. Such chairpersons shall 24 schedule the first meeting of the task force, which shall be held not 25 later than sixty days after the effective date of this section. 26 (f) The administrative staff of the joint standing committee of the 27 General Assembly having cognizance of matters relating to the 28 Department of Consumer Protection shall serve as administrative staff 29 of the task force. 30 (g) Not later than January 1, 2020, the task force shall submit a 31 report on its findings and recommendations to the joint standing 32 committee of the General Assembly having cognizance of matters 33 relating to labor, in accordance with the provisions of section 11-4a of 34 the general statutes.
