AN ACT AUTHORIZING SPORTS WAGERING, INTERNET GAMBLING 
AND INTERNET KENO. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to (1) permit operators of 1 
casino gaming facilities in the state or on Indian lands to conduct 2 
sports wagering in person or through the Internet, subject to new or 3 
amended agreements with the Mashantucket Pequot Tribe and the 4 
Mohegan Tribe of Indians of Connecticut and pursuant to regulations 5 
or standards adopted or approved by the Commissioner of Consumer 6 
Protection; (2) permit operators of casino gaming facilities in the state 7 
or on Indian lands to conduct Internet gambling within the state; (3) 8 
permit the Connecticut Lottery Corporation to conduct Keno games 9 
through the Internet within the state pursuant to agreements with the 10 
Mashantucket Pequot Tribe and the Mohegan Tribe of Indians of 11 
Connecticut; and (4) require reasonable procedures and data security 12  Proposed Bill No.   17

standards to block access to (A) sports wagering and Internet gambling 13 
for individuals under age twenty-one, (B) Internet Keno for 14 
individuals under age eighteen, and (C) individuals whose physical 15 
location cannot be verified as within the state. 16 
Statement of Purpose:   
To provide for additional revenues and jobs from the operation of 
sports wagering, Internet gambling and Internet Keno; enhance the 
revenue to the state from agreements between the state and federally 
recognized Indian tribes in Connecticut; ensure that Connecticut's 
gaming and tourism industries remain competitive with those in 
surrounding states; and ensure age and physical location verification 
for participation in Internet gaming.
