AN ACT CONCERNING AUTOMATIC VOTER REGISTRATION AT
CERTAIN STATE AGENCIES.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That title 9 of the general statutes be amended to (1) require that the 1
Commissioner of Motor Vehicles, the Commissioner of Social Services, 2
the Board of Regents for Higher Education and the Board of Trustees 3
for The University of Connecticut implement an electronic process for 4
automatically admitting as electors certain individuals who engage in 5
certain transactions with such agencies, provided any such individual 6
may affirmatively decline to be so admitted, and (2) create a 7
presumption that removal of any such individual from a party 8
enrollment list during the course of such electronic automatic 9
admission process was unintentional. 10
Statement of Purpose:
To establish automatic voter registration at certain state agencies and
create a presumption that any removal from a party enrollment list
through such automatic voter registration was unintentional.
