AN ACT REDUCING PRESCRIPTION DRUG PRICES UNDER THE 
MEDICAID PROGRAM. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That chapter 319v of the general statutes be amended to authorize 1 
the Commissioner of Social Services to reduce prescription drug costs 2 
under the Medicaid program by establishing: (1) A price cap that 3 
requires (A) additional negotiation for prescription drug rebates with 4 
manufacturers and review by the board established pursuant to 5 
section 17b-274d of the general statutes whenever the cap is exceeded, 6 
and (B) further restrictions on prescription drug purchases and 7 
transparency regarding actual prescription drug manufacturing costs 8 
when negotiations fail, and (2) a transparent reimbursement model for 9 
pharmaceutical benefit managers that allows the state Medicaid 10 
program to pay the discounted cost for prescription drugs negotiated 11 
by such managers. 12 
Statement of Purpose:   
To lower health care costs under the Medicaid program.
