AN ACT CONCERNING THIRD-PARTY NONPROFIT COMMUNITY 
ACCESS PROVIDERS AND MUNICIPAL PROGRAMMING. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to require any third-party 1 
nonprofit community access provider to, upon request from any town 2 
within its service territory, provide written consent for the town to: 3 
(1) Operate education and government public access channels in 4 
that town; and 5 
(2) Engage freely and directly with the community antenna 6 
television company providing services in such town to use their 7 
headend equipment for dissemination of town-specific community 8 
access programming on such channels. 9 
Statement of Purpose:   
To require third-party nonprofit community access providers to 
provide written consent for towns to conduct certain activities 
regarding education and government public access and community 
access programming.
