AN ACT ESTABLISHING A WORKING GROUP TO E NHANCE 
PHYSICIAN RECRUITMEN T IN THE STATE.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective July 1, 2019) (a) On or before January 1, 2020, the 1 
Commissioner of Public Health shall convene a working group to 2 
advise the commissioner regarding methods to enhance physician 3 
recruitment in the state. The working group shall examine issues that 4 
include, but need not be limited to, (1) recruiting, retaining and 5 
compensating primary care, psychiatric and behavioral health care 6 
providers; (2) the potential effectiveness of student loan forgiveness; 7 
(3) access to health care providers; (4) the effect, if any, of the health 8 
insurance landscape on limiting health care access; (5) barriers to 9 
physician participation in health care networks; and (6) assistance for 10 
graduate medical education training. 11 
(b) The working group convened pursuant to subsection (a) of this 12 
section shall include, but need not be limited to, the following 13 
members: (1) A representative of the Connecticut Hospital Association; 14 
(2) a representative of the Connecticut Medical Society; (3) a physician 15 
licensed under chapter 370 of the general statutes with a small group 16 
practice; (4) a physician licensed under chapter 370 of the general 17 
statutes with a multisite group practice; (5) one representative each of 18 
at least three different schools of medicine; (6) a representative of a 19  Substitute Bill No. 96

regional physician recruiter association; (7) the human resources 20 
director of at least one hospital in the state; (8) a member of a patient 21 
advocacy group; and (9) four members of the general public. The 22 
working group shall elect chairpersons from among its members. As 23 
used in this subsection, "small group practice" means a group practice 24 
comprised of less than eight full-time equivalent physicians, and 25 
"multisite group practice" means a group practice comprised of over 26 
one hundred full-time equivalent physicians practicing throughout the 27 
state. 28 
(c) On or before January 1, 2021, the working group shall report its 29 
findings to the commissioner.  30 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2019 New section
