LCO No. 5042 1 of 2 General Assembly Committee Bill No. 229 January Session, 2019 LCO No. 5042 Referred to Committee on ENVIRONMENT Introduced by: (ENV) AN ACT PROHIBITING THE USE OF STYROFOAM TRAYS I N CONNECTICUT SCHOOLS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective from passage) On and after the effective 1 date of this section, no school district or regional school district shall 2 enter a contract for the purchase of any tray made from expanded 3 polystyrene. Not later than October 1, 2019, each school district and 4 regional school district shall develop a plan for discontinuing the use 5 in such district of trays made from expanded polystyrene. Such plan 6 shall require the district to discontinue such use not later than July 1, 7 2020. For purposes of this section, "expanded polystyrene" means 8 blown polystyrene and expanded and extruded foams that are 9 thermoplastic petrochemical materials utilizing a styrene monomer 10 and processed by any number of techniques including, but not limited 11 to, fusion of polymer spheres, injection molding, foam molding and 12 extrusion-blown molding. 13 This act shall take effect as follows and shall amend the following sections: Committee Bill No. 229 LCO No. 5042 2 of 2 Section 1 from passage New section Statement of Purpose: To end the use of styrofoam trays in Connecticut schools.
