AN ACT CONCERNING HEALTH INSURANCE DOCUMENTS, COST -
SHARING AND TRANSPARENCY, AND PROHIBITING HIGH 
DEDUCTIBLE HEALTH PLANS AND COINSURANCE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 38a of the general statutes be amended to provide that 1 
each insurer, health care center, fraternal benefit society, hospital 2 
service corporation, medical service corporation or other entity 3 
delivering, issuing for delivery, renewing, amending or continuing a 4 
health insurance policy in this state shall (1) not provide any document 5 
to an insured or prospective insured unless such document is in plain 6 
language, (2) provide for transparency in the cost of covered health 7 
care services and the calculation of cost-sharing payments for such 8 
services, (3) not deliver, issue for delivery, renew, amend or continue 9 
high deductible health plans in this state, and (4) not charge any 10 
coinsurance to an insured in this state. 11 
Statement of Purpose:   
To provide that each insurer, health care center, fraternal benefit 
society, hospital service corporation, medical service corporation or

continuing a health insurance policy in this state shall not provide any 
document to an insured or prospective insured unless such document

high deductible health plans in this state and not charge any 
coinsurance to an insured in this state.
