AN ACT RESTRICTING THE USE OF ELECTRONIC NICOTINE DELIVERY SYSTEM AND VAPOR PRODUCTS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to (1) raise the minimum age 1 for the purchase and possession of an electronic nicotine delivery 2 system or vapor product from eighteen to twenty-one, (2) require any 3 holder of an electronic nicotine delivery system certificate of dealer 4 registration to display, in a prominent location adjacent to the 5 electronic nicotine delivery systems or vapor products offered for sale 6 by such holder, a sign warning persons of the health risks associated 7 with using such systems and products, including, but not limited to, 8 the risk of addiction, respiratory ailments and damage to developing 9 brains and other organs, (3) impose an excise tax on the sale of 10 electronic nicotine delivery systems and vapor products, (4) increase 11 the fee for obtaining an electronic nicotine delivery system certificate 12 of dealer registration, (5) increase the fine for the first offense of selling, 13 giving or providing an electronic nicotine delivery system or vapor 14 product to any person under the minimum legal age to purchase or 15 possess such system or product from two hundred dollars to one 16 Proposed Bill No. 354 LCO No. 792 2 of 2 thousand dollars, and (6) require the revocation of an electronic 17 nicotine delivery system certificate of dealer registration after a second 18 offense by the certificate holder of selling, giving or delivering an 19 electronic nicotine delivery system or vapor product to any person 20 under the minimum legal age to purchase or possess such systems or 21 products. 22 Statement of Purpose: To restrict the use of electronic nicotine delivery systems and vapor products, for persons under the age of twenty-one.
