AN ACT CONCERNING TH E PROVISION OF RESOURC ES TO 
GUARDIANS OF ADULT C HILDREN WITH INTELLECTUAL 
DISABILITY. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective July 1, 2019) The Commissioner of 1 
Developmental Services shall provide a financial support subsidy to 2 
the guardian or family member of an adult with intellectual disability 3 
in accordance with the fee schedule, as established and amended from 4 
time to time by the Commissioner of Social Services pursuant to 5 
section 17b-343 of the general statutes, for home health services 6 
provided under the Connecticut home-care program for the elderly 7 
established pursuant to section 17b-342 of the general statutes. As used 8 
in this section, "guardian or family member" means (1) one or more 9 
biological or adoptive parents of an adult with intellectual disability, 10 
(2) one or more persons to whom legal custody was given when the 11 
adult with intellectual disability was a minor and in whose home the 12 
adult with intellectual disability resides, or (3) any other adult family 13 
member who resides with and has a primary responsibility for 14 
providing continuous care to an adult with intellectual disability. 15

This act shall take effect as follows and shall amend the following 
sections:

To provide additional resources to those providing care to adult 
children with intellectual disability.
