AN ACT REQUIRING THE PUBLIC UTILITIES REGULATORY 
AUTHORITY TO STUDY SOCIAL MEDIA PLATFORMS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to require the Public Utilities 1 
Regulatory Authority, in consultation with the Office of Consumer 2 
Counsel, to study social media platforms used by residents of the state 3 
and report the findings to the joint standing committee of the General 4 
Assembly having cognizance of matters relating to energy and 5 
technology. Such study shall include (1) a review of the state of 6 
competition among any such social media platforms, (2) a review of 7 
how such social media platforms treat advertisements for elections and 8 
candidates for public office, and (3) recommendations regarding the 9 
feasibility of regulating social media platforms. 10 
Statement of Purpose:   
To require the Public Utilities Regulatory Authority, in consultation 
with the Office of Consumer Counsel, to study social media platforms.
