AN ACT EXPANDING ACCESS TO QUALITY HUMAN SERVICES. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to reduce state costs while 1 maintaining and expanding access to programs on which persons 2 depend by (1) moving group homes operated by the Department of 3 Developmental Services and local mental health authorities operated 4 by the Department of Mental Health and Addiction Services to the 5 efficient and high-quality nonprofit community provider system, and 6 (2) reinvesting savings into the community service delivery system. 7 Statement of Purpose: To save more than one million dollars per group home and seven thousand dollars per client of a local mental health authority by converting state-run services to a nonprofit operation.
