AN ACT CONCERNING A STUDY OF FEMALE GENI TAL MUTILATION.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective October 1, 2019) (a) The Commissioner of Public 1 
Health, in consultation with The University of Connecticut School of 2 
Public Health, shall conduct a study of female genital mutilation in this 3 
state, in accordance with subsection (b) of this section, and report the 4 
results of such study in accordance with the provisions of section 11-4a 5 
of the general statutes to the joint standing committees of the General 6 
Assembly having cognizance of matters relating to the judiciary and 7 
public health not later than February 3, 2020. 8 
(b) As part of such study, the Commissioner of Public Health shall 9 
identify any public health interventions that might result in the 10 
elimination of any procedure conducted as part of the practice of 11 
female genital mutilation, by evaluating peer-reviewed medical 12 
literature concerning the practice in the United States and destination 13 
countries. The study should identify knowledge and training, 14 
communication, cultural competence, clinical identification of female 15 
genital mutilation, clinical management practices and service 16 
configuration, and evaluate the effects of women seeking reproductive 17 
and maternal health services, including prenatal care. 18  Substitute Bill No. 505

This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 October 1, 2019 New section
