AN ACT CONCERNING TH E ASSESSMENT OF CERTAI N FEES BY
BUILDING OFFICIALS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. Section 29-254a of the general statutes is repealed and the 1
following is substituted in lieu thereof (Effective July 1, 2019): 2
(a) Any person who violates any provision of the State Building 3
Code shall be fined not less than two hundred dollars or more than 4
one thousand dollars or imprisoned not more than six months, or both. 5
(b) Any local building official may establish and assess a fee for any 6
work commenced on a building or structure or electrical, gas, 7
mechanical or plumbing system without the requisite permit to 8
undertake such work. Such fee shall be assessed to any person who 9
performs such unpermitted work or the owner of the property and 10
shall be in addition to any required permit fees, provided such fee 11
shall not exceed twice the amount of any required permit fees. 12
This act shall take effect as follows and shall amend the following
sections:

Statement of Purpose:
To permit local building officials to establish and assess a fee for any
work commenced on a building or structure or electrical, gas,
mechanical or plumbing system without the requisite permit to
undertake such work.
