AN ACT CONCERNING AL TERNATE MEMBERS OF MUNICIPAL 
PLANNING COMMISSIONS . 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 8-19a of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective October 1, 2019): 2 
Any municipality, in addition to such powers as it has under the 3 
provisions of the general statutes or any special act, shall have the 4 
power to provide by ordinance for the appointment or election of 5 
alternate members to its planning commission. Such alternate 6 
members shall be electors, and, when seated as herein provided, have 7 
all the powers and duties set forth in the general statutes or any special 8 
act relating to such municipality for such commission and its members. 9 
Such [alternate members shall be electors and shall not be members of 10 
the zoning commission or zoning board of appeals. Such alternates] 11 
alternate members may attend all meetings and executive sessions of 12 
said commission. Such ordinance shall provide for the manner of 13 
designating alternates to act.  14

This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 October 1, 2019 8-19a 
 
Statement of Purpose:   
To permit members of municipal zoning commissions and municipal 
zoning boards of appeals to serve as alternate members of municipal 
planning commissions.
