LCO No. 6613 1 of 2 General Assembly Committee Bill No. 526 January Session, 2019 LCO No. 6613 Referred to Committee on PLANNING AND DEVELOPMENT Introduced by: (PD) AN ACT REQUIRING A STUDY CONCERNING THE CREAT ION OF A MUNICIPAL OPTION TO AMEND THE MUNICIPAL FISCAL YEAR TO ALIGN WITH THE FEDERAL FISCAL YEAR. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) The Secretary of the Office of Policy 1 and Management, in consultation with a representative of each 2 regional council of governments established under the provisions of 3 sections 4-124i to 4-124p, inclusive, of the general statutes, selected by 4 the secretary and municipal officials selected by the secretary, shall 5 conduct a study concerning the creation of a municipal option to 6 amend the municipal fiscal year to align with the federal fiscal year. 7 Such study shall include, but need not be limited to, potential obstacles 8 and benefits to the adoption of the federal fiscal year by municipalities. 9 Not later than January 1, 2020, the secretary shall submit a report, in 10 accordance with the provisions of section 11-4a of the general statutes, 11 to the joint standing committee of the General Assembly having 12 cognizance of matters relating to local governments. Such report shall 13 contain the findings of such study and legislative recommendations 14 concerning the implementation of such municipal option, including 15 any recommendations for conforming statutory changes to implement 16 Committee Bill No. 526 LCO No. 6613 2 of 2 such municipal option. 17 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Statement of Purpose: To require the Secretary of the Office of Policy and Management to conduct a study concerning the creation of a municipal option to amend the municipal fiscal year to align with the federal fiscal year.
