AN ACT CONCERNING AC CESS TO DIAPER CHANGING STAT IONS 
IN PUBLIC AND COMMER CIAL BUILDINGS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective July 1, 2019) The State Building Inspector 1 
and the Codes and Standards Committee shall revise the State 2 
Building Code to require that each newly constructed or substantially 3 
renovated public or commercial building that includes at least one 4 
restroom that is open to the public provide on each floor level that is 5 
open to the public (1) at least one safe, sanitary and convenient baby 6 
diaper changing table that is accessible to women, and (2) at least one 7 
safe, sanitary and convenient baby diaper changing table that is 8 
accessible to men. 9 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To amend the State Building Code to require diaper changing tables 
that are accessible to women and men in all newly constructed or 
substantially renovated public or commercial buildings that include at 
least one restroom open to the public.
