AN ACT CONCERNING FIREFIGHTER WORK WEE KS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 7-305 of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective January 1, 2020): 2 
(a) The work week for all permanent paid members of the 3 
uniformed firefighter force for municipalities adopting sections 7-303 4 
to 7-306, inclusive, shall be an average work week of not more than 5 
fifty-six hours, computed over a period of one fiscal or calendar year, 6 
as the municipality elects; provided, unless otherwise prescribed by 7 
regulation or ordinance, any time spent in an emergency in excess of 8 
any regularly assigned or scheduled work week in connection with 9 
any actual fire or conflagration, including time spent going to, working 10 
at or returning from any actual fire, or any other work or duty 11 
classified as an act of mercy shall not be included in computing such 12 
average work week.  13 
(b) Notwithstanding subsection (a) of this section or any ordinance 14 
adopted pursuant to section 7-304, the work week and average work 15 
week for all permanent paid members of the uniformed firefighter 16

force for municipalities shall be a subject of collective bargaining for 17 
such members in accordance with sections 7-467 to 7-477, inclusive, of 18 
the general statutes and applicable to any such collective bargaining 19 
agreement negotiated, entered into, renewed or extended on or after 20 
January 1, 2020. 21 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 January 1, 2020 7-305 
 
Statement of Purpose:   
To eliminate the fifty-six-hour average work week cap for certain 
firefighters.
