AN ACT CONCERNING A STUDY OF NURSING HOME SERVICE S. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened:  
Section 1. (Effective from passage) (a) The Commissioner of Social 1 
Services shall conduct a study of nursing homes to determine whether (1) 2 
there is a sufficient number of nursing homes in the state, and (2) the 3 
services offered by such nursing homes meet the state's residents' need for 4 
long-term care. 5 
(b) The study shall include, but need not be limited to, a report on: (1) 6 
Decreases or increases in the total nursing home population annually for 7 
fiscal years 2013 to 2018, inclusive; (2) state budget expenditures on 8 
nursing home care in each of said fiscal years; (3) the projected number of 9 
persons who will need nursing home care in fiscal year 2021; and (4) 10 
whether any programmatic or legislative changes are needed to better 11 
serve adults in need of institutionalized care. 12 
(c) Not later than July 1, 2020, the Commissioner of Social Services shall 13 
report on the results of the study, in accordance with the provisions of 14 
section 11-4a of the general statutes, to the joint standing committees of 15  Raised Bill No.  565

the General Assembly having cognizance of matters relating to aging and 16 
human services. Such report may include the commissioner's 17 
recommendations for addressing identified gaps in the provision of 18 
services and improving access to such services. 19 
This act shall take effect as follows and shall amend the following 
sections:
