AN ACT CONCERNING A STUDY O F NURSING HOME SERVI CES.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) The Commissioner of Social 1 
Services shall conduct a study of nursing homes to determine whether 2 
(1) there is a sufficient number of nursing homes in the state; and (2) 3 
the services offered by such nursing homes meet the state's residents' 4 
need for long-term care. 5 
(b) The study shall include, but need not be limited to, a report on: 6 
(1) Decreases or increases in the total nursing home population 7 
annually for fiscal years 2013 to 2018, inclusive; (2) state budget 8 
expenditures on nursing home care in each of said fiscal years; (3) the 9 
projected number of persons who will need nursing home care in fiscal 10 
year 2021; and (4) whether any programmatic or legislative changes 11 
are needed to better serve adults in need of institutionalized care. 12 
(c) Not later than July 1, 2020, the Commissioner of Social Services 13 
shall report on the results of the study, in accordance with the 14 
provisions of section 11-4a of the general statutes, to the joint standing 15 
committees of the General Assembly having cognizance of matters 16  Raised Bill No. 565

relating to aging and human services. Such report may include the 17 
commissioner's recommendations for addressing identified gaps in the 18 
provision of services and improving access to such services. 19 
This act shall take effect as follows and shall amend the following 
sections:
