AN ACT CONCERNING THE DISTRIBUTION OF COMPOSTABLE AND 
BIODEGRADABLE BAGS BY FOOD RETAILERS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to require that: (1) All produce 1 
bags offered to consumers at retail establishments be made of 2 
compostable and biodegradable polymers as certified by the 3 
Biodegradable Products Institute, and (2) that all such food retailers 4 
offer single-use bags for sale that are made of the same compostable 5 
and biodegradable polymers. 6 
Statement of Purpose:   
To encourage the development of environmentally friendly practices at 
grocery stores.
