AN ACT PROHIBITING THE USE OF CERTAIN CONTRACTS FOR THE 
SALE OR LEASE OF CATS AND DOGS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to prohibit the use of contracts 1 
for the sale or lease of cats and dogs if such contract requires the 2 
purchaser of such animal to make payments toward the purchase of 3 
such animal and such animal is treated as surety under such contract.   4 
Statement of Purpose:   
To promote the humane treatment of pets in the state and prevent 
unfair consumer contracts for the purchase or lease of a cat or dog.
