LCO No. 3782 1 of 2 General Assembly Committee Bill No. 604 January Session, 2019 LCO No. 3782 Referred to Committee on GOVERNMENT ADMINISTRATION AND ELECTIONS Introduced by: (GAE) AN ACT REQUIRING EXE CUTIVE AND LEGISLATIVE REVIEW OF CERTAIN QUASI-PUBLIC AGENCY CONTRA CTS AND AGREEMENTS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective October 1, 2019 and applicable to contracts 1 entered into or renewed on and after said date) (a) For the purposes of this 2 section, "quasi-public agency" has the same meaning as provided in 3 section 1-120 of the general statutes, "contract" means any employment 4 contract, consulting contract or separation agreement that a quasi-5 public agency intends to enter into or renew and "separation 6 agreement" means an agreement to pay less than fifty thousand dollars 7 to an employee resigning or retiring from employment with such 8 quasi-public agency for the purposes of avoiding costs associated with 9 potential litigation or pursuant to a nondisparagement agreement. 10 (b) On and after October 1, 2019, each quasi-public agency shall 11 submit a copy of all contracts to the Attorney General for review and 12 comment prior to entering into or renewing any such contract. If such 13 contract has an annual cost of over one hundred thousand dollars, the 14 Committee Bill No. 604 LCO No. 3782 2 of 2 quasi-public agency shall, at the time of submission of such contract to 15 the Attorney General, also submit a copy of such contract to the joint 16 standing committee of the General Assembly having cognizance of 17 such quasi-public agency, in accordance with the provisions of section 18 11-4a of the general statutes. 19 This act shall take effect as follows and shall amend the following sections: Section 1 October 1, 2019 New section Statement of Purpose: To require the submission of quasi-public agency employment and consulting contracts and separation agreements to the Attorney General and relevant legislative committee for review and comment.
