AN ACT CONCERNING APPRENTICESHIP PATHW AYS TO EARNING
A BACHELOR'S DEGREE.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (Effective July 1, 2019) (a) The Labor Department and the 1
Board of Regents for Higher Education shall jointly create a plan for 2
the establishment of nontraditional pathway to earning a bachelor's 3
degree at the state universities and Charter Oak State College through 4
the inclusion of credits earned through apprenticeships. The plan shall 5
include, but need not be limited to, (1) the subject areas in which a 6
student may earn a bachelor's degree through a nontraditional 7
pathway, with a greater priority given to subject areas that have a low 8
completion rate and in which there is a hiring need by employers in 9
the state, (2) the form and manner in which apprenticeships may be 10
registered with the department and the board for inclusion in a 11
nontraditional pathway to earning a bachelor's degree, including 12
through public-private partnerships or an application process, (3) the 13
minimum requirements that apprenticeships in each subject area shall 14
meet to be registered as an apprenticeship with the department and 15
the board, (4) the form and manner in which a student may apply to 16

participate in a registered apprenticeship, (5) the number of credits a 17
student may earn through a registered apprenticeship in each subject 18
area, and (6) the requirements for successful completion of a registered 19
apprenticeship in each subject area, including, but not limited to, the 20
minimum number of hours of work and the level of demonstrated 21
proficiency required in the subject area. As used in this subsection, 22
"apprenticeship" means an arrangement with an employer for any 23
person to work at and learn a profession or trade for a specified period 24
of time. 25
(b) Not later than January 1, 2020, the Labor Department and the 26
Board of Regents for Higher Education shall jointly report, in 27
accordance with the provisions of section 11-4a of the general statutes, 28
to the joint standing committees of the General Assembly having 29
cognizance of matters relating to labor and higher education and 30
employment advancement, on the plan created pursuant to subsection 31
(a) of this section and the timeline in which such plan may be 32
implemented. 33
This act shall take effect as follows and shall amend the following
sections:

Statement of Purpose:
To require the Labor Department and the Board of Regents for Higher
Education to jointly establish nontraditional pathways to earning a
bachelor's degree through apprenticeships.
