AN ACT CONCERNING RE VIEW OF ELECTION LAWS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective October 1, 2019) (a) There is established 1 
an Election Law Review Commission for the purpose of reviewing the 2 
state's election laws, including, but not limited to, laws regarding (1) 3 
the timing of primaries to be held for the nomination of candidates for 4 
election, (2) the election of certain constitutional officers, and (3) the 5 
regulation of political campaigns. The commission shall consist of the 6 
president pro tempore of the Senate, the speaker of the House of 7 
Representatives, the minority leader of the Senate, the minority leader 8 
of the House of Representatives and the Secretary of the State or the 9 
Secretary's designee. The terms of all members of the commission shall 10 
end with the termination of each member's term or holding of such 11 
office or leadership position, as applicable, whichever occurs first. The 12 
president pro tempore of the Senate and the speaker of the House of 13 
Representatives shall be cochairpersons of the commission. A majority 14 
of the membership shall constitute a quorum and all actions of the 15 
commission shall require the affirmative vote of a majority of the full 16

committee membership. The Election Law Review Commission shall 17 
meet as often as may be necessary to perform its duties. 18 
(b) On or before February 15, 2020, and annually thereafter, the 19 
Election Law Review Commission shall submit a report to the joint 20 
standing committee of the General Assembly having cognizance of 21 
matters relating to elections, in accordance with section 11-4a of the 22 
general statutes, and make any recommendation for legislation to 23 
address any issue discussed in such report. 24 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To establish a commission, consisting of the legislative leaders from 
each of the four caucuses and the Secretary of the State, or a designee 
thereof, for the purpose of reviewing certain election laws and making 
recommendations for legislative changes.
