Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 7-450c of the general statutes is repealed and the 1 following is substituted in lieu thereof (Effective October 1, 2019): 2 (a) Notwithstanding any provision of the general statutes or special 3 act 01-1, no municipality or special taxing district that provides, as of 4 July 11, 2007, a pension and retirement system for its officers and 5 employees and their beneficiaries shall diminish or eliminate any right 6 or benefit granted to any retiree under such retirement or pension 7 system that was in effect on the date of such retiree's retirement. The 8 provisions of this section shall not be construed to prohibit a 9 municipality or special taxing district from changing the 10 administration of such retiree's retirement benefits as long as the rights 11 and benefits provided to such retiree after any change in the 12 administration are at least equivalent to the rights and benefits 13 provided prior to such change. 14 (b) Notwithstanding any provision of the general statutes or of any 15 Committee Bill No. 660 LCO 6199 {\\PRDFS1\SCOUSERS\FORZANOF\WS\2019SB-00660- R03-SB.docx } 2 of 2 special act, charter, special act charter, home-rule ordinance, local 16 ordinance or other local law, no municipality or special taxing district 17 that provides a pension and retirement system for its officers and 18 employees and their beneficiaries shall diminish or eliminate any right 19 or benefit granted to any retiree under such retirement or pension 20 system due to permanent partial disability benefits received by such 21 retiree in accordance with section 31-308 or 31-308a on or after October 22 1, 2019. Nothing in this subsection shall be construed to interfere with, 23 impede, or in any way diminish the provisions of any collective 24 bargaining agreement negotiated in accordance with sections 7-467 to 25 7-477, inclusive, and in effect before October 1, 2019. 26 This act shall take effect as follows and shall amend the following sections: Section 1 October 1, 2019 7-450c LAB Joint Favorable APP Joint Favorable
