LCO No. 6195 1 of 2 General Assembly Committee Bill No. 717 January Session, 2019 LCO No. 6195 Referred to Committee on TRANSPORTATION Introduced by: (TRA) AN ACT CONCERNING TRANSPORTATION PROJE CT PRIORITIZATION. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective from passage) (a) Not later than December 1 1, 2019, and annually thereafter, the Commissioner of Transportation 2 shall report, in accordance with section 11-4a of the general statutes, to 3 the joint standing committee of the General Assembly having 4 cognizance of matters relating to transportation, the status of 5 significant transportation projects in any phase of construction, design 6 or planning. This report shall be referred to as the "Transportation 7 Project Priority Report". 8 (b) The Transportation Project Priority Report shall: (1) Identify 9 twenty transportation projects that are a priority to the Department of 10 Transportation and for each identified transportation project, include 11 (A) whether such project is scheduled to be substantially complete by 12 the originally anticipated completion date, (B) whether the cost of such 13 project is under the budgeted amount and if not, identify the amount 14 that exceeds the budgeted amount and explain why such project 15 exceeded the budgeted amount, and (C) whether such project was 16 Committee Bill No. 717 LCO No. 6195 2 of 2 subject to a change order and if so, identify the cost of the change order 17 and explain the reason for the change order; (2) identify all 18 transportation projects that are at the stage where construction can 19 begin but such transportation projects are not funded; (3) identify all 20 transportation projects for which bonds have been authorized but 21 construction has not started and for each such transportation project, 22 identify (A) the date such bonds were authorized by the General 23 Assembly, (B) the reasons construction has not started, and (C) the 24 date construction is anticipated to start; and (4) identify all 25 transportation projects that are anticipated to become a priority based 26 on use, the demands of traffic and the integrity of the mode of 27 transportation. 28 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Statement of Purpose: To require the Commissioner of Transportation to submit an annual report that prioritizes transportation projects.
