AN ACT CONCERNING REIMBURSEMENT TO LAW ENFORCEMENT 
UNITS FOR TRAINING COSTS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 7-294dd of the general statutes is repealed and the 1 
following is substituted in lieu thereof (Effective July 1, 2019): 2 
(a) For purposes of this section, "police officer", "certification" and 3 
"law enforcement unit" have the same meanings as provided in section 4 
7-294a and "cost of certification" means the cost of training, equipment, 5 
uniforms, salary and fringe benefits and any cost related to the entry 6 
level requirements established by the Police Officer Standards and 7 
Training Council associated with the police officer, except that "cost of 8 
certification" does not include the cost of any equipment or uniforms 9 
that were returned by such officer. 10 
(b) Whenever a police officer obtains certification while employed 11 
by a law enforcement unit and is subsequently hired by another law 12 
enforcement unit on or after July 1, 2016, and within two years of such 13 
officer obtaining such certification, the law enforcement unit hiring the 14 
police officer shall reimburse the initial law enforcement unit fifty per 15

cent of the total cost of certification. The provisions of this section shall 16 
not apply to a law enforcement unit that hires a police officer two 17 
years or more after such officer obtains certification. No law 18 
enforcement unit may require a police officer to pay any portion of the 19 
reimbursement cost prescribed in this subsection unless the police 20 
officer and law enforcement unit have agreed to the requirement prior 21 
to July 1, 2019. No collective bargaining agreement entered into on or 22 
after July 1, 2019, shall require a police officer to pay any portion of the 23 
reimbursement cost prescribed in this subsection. 24 
(c) Nothing in this section shall be construed to affect an agreement 25 
between a police officer or a collective bargaining unit and a law 26 
enforcement unit entered into prior to July 1, 2016, that provides for 27 
the reimbursement of the cost of certification.  28 
This act shall take effect as follows and shall amend the following 
sections:

Statement of Purpose:   
To prohibit a law enforcement unit from requiring a police officer to 
pay any portion of the costs of the officer's certification that the law 
enforcement unit must pay to another unit.
