AN ACT ESTABLISHING THE MEDAL OF MERIT FOR CIVILIANS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective July 1, 2019) The Adjutant General and 1 
two officers of field grade or above, appointed by the Adjutant 2 
General, shall constitute a board of officers to receive 3 
recommendations through military or civilian channels for the award 4 
of the civilian medal of merit to any person, except civilian employees 5 
of the armed forces, military personnel of the armed forces or 6 
contractors of the armed forces, who has distinguished himself or 7 
herself by exceptionally meritorious conduct that contributes 8 
significantly to the accomplishment of the armed forces' mission, and 9 
to make such awards as the board finds suitable. 10 
This act shall take effect as follows and shall amend the following 
sections:
