AN ACT CONCERNING A COMMUNITY OMBUDSMAN.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) The State Ombudsman, appointed 1 
pursuant to section 17a-405 of the general statutes, and the 2 
Commissioner of Social Services shall develop a Community 3 
Ombudsman program to investigate complaints concerning care 4 
received by recipients of home and community -based services 5 
administered by the Department of Social Services. Not later than 6 
September 1, 2019, the State Ombudsman and the Commissioner of 7 
Social Services shall submit a report to the joint standing committees of 8 
the General Assembly having cognizance of matters relating to aging 9 
and human services identifying: (1) The persons to be served in the 10 
Community Ombudsman program, (2) the types of services to be 11 
offered under such program, and (3) appropriations needed to staff the 12 
Community Ombudsman program. 13 
This act shall take effect as follows and shall amend the following 
sections:
