AN ACT CONCERNING A STUDY OF ISSUES RELATING TO EARLY 
COLLEGE AND DUAL ENR OLLMENT PROGRAMS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) The Department of Education shall 1 
conduct a study of issues relating to student enrollment in, and 2 
graduation from, middle college programs, early college high school 3 
and Connecticut Early College Opportunity programs, as those terms 4 
are defined in section 31-11ff of the general statutes, and dual 5 
enrollment programs. Such study shall include, but need not be 6 
limited to, a review of (1) how data relating to student enrollment in 7 
and graduation from such programs is being reported by local and 8 
regional boards of education and collected in the state-wide public 9 
school information system pursuant to section 10-10a of the general 10 
statutes, including whether such graduation data can be segregated at 11 
the school and district level from the total graduation data at the 12 
school and district level, and (2) any policies adopted by local and 13 
regional boards of education concerning weighted grading for courses 14 
associated with such programs for purposes of calculating grade point 15 
average and determining class rank. Not later than January 1, 2020, the 16  Raised Bill No.  813

department shall submit a report on its findings and any 17 
recommendations for legislation to the joint standing committee of the 18 
General Assembly having cognizance of matters relating to education, 19 
in accordance with the provisions of section 11-4a of the general 20 
statutes. 21 
This act shall take effect as follows and shall amend the following 
sections:
