LCO No. 3694 1 of 2 General Assembly Raised Bill No. 821 January Session, 2019 LCO No. 3694 Referred to Committee on HUMAN SERVICES Introduced by: (HS) AN ACT CONCERNING EQ UITABLE MEDICAID REIMBURSEME NT FOR FEDERALLY QUALIF IED HEALTH CENTER PR ACTITIONERS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 17b-245b of the general statutes is repealed and 1 the following is substituted in lieu thereof (Effective July 1, 2019): 2 (a) The Commissioner of Social Services shall, consistent with 3 federal law, make changes to the cost -based reimbursement 4 methodology in the Medicaid program for federally qualified health 5 centers. To the extent permitted by federal law, the commissioner may 6 reimburse a federally qualified health center under the Medicaid 7 program for multiple medical, behavioral health or dental services 8 provided to an individual during the course of a calendar day, 9 irrespective of the type of service provided. [On or before January 1, 10 2008, the commissioner shall report to the joint standing committees of 11 the General Assembly having cognizance of matters relating to 12 appropriations and the budgets of state agencies and human services 13 on the status of the changes to the cost-based reimbursement 14 methodology.] 15 Raised Bill No. 821 LCO No. 3694 2 of 2 (b) The Commissioner of Social Services shall equalize Medicaid 16 reimbursement rates for electronic consulting by primary care or 17 treating practitioners at federally qualified health centers with the 18 Medicaid rates for such consulting for other primary care or treating 19 practitioners in addition to paying such centers a fixed fee per patient 20 visit. 21 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2019 17b-245b Statement of Purpose: To equalize Medicaid rates for primary care or treating practitioners at federally qualified health centers for electronic consultation services with such rates for other primary care or treating practitioners and to pay such rates in addition to fixed fees per patient visit.
