AN ACT ESTABLISHING A TASK FORCE TO REVIEW VOLU NTARISM 
NEEDS OF THE STATE O MBUDSMAN'S NURSING H OME PROGRAM.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established a task force 1 
to study ways to ensure that the Office of the Long-term Care 2 
Ombudsman has enough volunteers to reach out to nursing home 3 
residents and address complaints about their care. 4 
(b) The task force shall consist of the following members: 5 
(1) Two appointed by the speaker of the House of Representatives, 6 
both of whom shall be residents' advocates appointed pursuant to 7 
section 17a-406 of the general statutes. 8 
(2) Two appointed by the president pro tempore of the Senate, both 9 
of whom shall be representatives of senior centers; 10 
(3) One appointed by the majority leader of the House of 11 
Representatives; 12 
(4) One appointed by the majority leader of the Senate; 13  Raised Bill No. 829

(5) One appointed by the minority leader of the House of 14 
Representatives; 15 
(6) One appointed by the minority leader of the Senate; 16 
(7) The State Ombudsman, or the State Ombudsman's designee;  17 
(8) The Commissioner of Rehabilitation Services, or the 18 
commissioner's designee; and  19 
(9) The executive director of the Commission on Women, Children 20 
and Seniors, or the executive director's designee.  21 
(c) Any member of the task force appointed under subdivision (3), 22 
(4), (5) or (6) of subsection (b) of this section may be a member of the 23 
General Assembly. 24 
(d) All appointments to the task force shall be made not later than 25 
thirty days after the effective date of this section. Any vacancy shall be 26 
filled by the appointing authority. 27 
(e) The speaker of the House of Representatives and the president 28 
pro tempore of the Senate shall select the chairpersons of the task force 29 
from among the members of the task force. Such chairpersons shall 30 
schedule the first meeting of the task force, which shall be held not 31 
later than sixty days after the effective date of this section. 32 
(f) The administrative staff of the joint standing committee of the 33 
General Assembly having cognizance of matters relating to aging shall 34 
serve as administrative staff of the task force. 35 
(g) Not later than January 1, 2020, the task force shall submit a 36 
report on its findings and recommendations to the joint standing 37 
committee of the General Assembly having cognizance of matters 38 
relating to aging, in accordance with the provisions of section 11-4a of 39 
the general statutes. The task force shall terminate on the date that it 40 
submits such report or January 1, 2020, whichever is later. 41  Raised Bill No. 829

This act shall take effect as follows and shall amend the following 
sections:
