AN ACT CONCERNING SL OWING DOWN FOR GARBAGE TRUCKS,
RECYCLING TRUCKS AND OIL AND TANK VEHICLES.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (NEW) (Effective October 1, 2019) (a) For the purposes of 1
this section, "public service vehicle" means (1) a commercial motor 2
vehicle equipped with a garbage compactor, a detachable container or 3
a curbside recycling body, or (2) a tank vehicle. 4
(b) Except as provided in sections 14-233 and 14-234 of the general 5
statutes, the driver of a vehicle overtaking a public service vehicle that 6
is stationary or traveling significantly below the posted speed limit 7
shall immediately reduce speed to a reasonable level below the posted 8
speed limit and pass to the left of such public service vehicle at a safe 9
distance. The driver shall not again drive to the right side of the 10
highway until safely clear of such public service vehicle. 11
(c) Violation of any provision of this section shall be an infraction. 12
Sec. 2. Subdivision (1) of section 14-212 of the general statutes is 13
repealed and the following is substituted in lieu thereof (Effective 14 Raised Bill No. 867

October 1, 2019): 15
(1) The following terms shall be construed as they are defined in 16
section 14-1: "Authorized emergency vehicle", "class 1 electric bicycle", 17
"class 2 electric bicycle", "class 3 electric bicycle", "commissioner", 18
"driver", "electric bicycle", "fuels", "gross weight", "head lamp", "high-19
mileage vehicle", "highway", "light weight", "limited access highway", 20
"maintenance vehicle", "motor bus", "motorcycle", "motor vehicle 21
registration", "nonresident", "nonskid device", "number plate", "officer", 22
"operator", "owner", "passenger motor vehicle", "passenger and 23
commercial motor vehicle", "person", "pneumatic tires", "pole trailer", 24
"registration", "registration number", "second offense", "semitrailer", 25
"shoulder", "solid tires", "stop", "subsequent offense", "tail lamp", "tank 26
vehicle", "tractor", "tractor-trailer unit", "trailer", "truck" and "vanpool 27
vehicle"; 28
This act shall take effect as follows and shall amend the following
sections:
Section 1 October 1, 2019 New section
Sec. 2 October 1, 2019 14-212(1)
Statement of Purpose:
To require motor vehicle operators to slow down when passing a
garbage truck, recycling truck or tank vehicle.
