Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective from passage) (a) As used in this section: 1 (1) "Appropriately trained" means the successful completion of (A) 2 the training requirements for the administration of injectable 3 medications by premeasured, commercially prepared autoinjectors 4 prescribed by the regulations adopted pursuant to section 19a-428 of 5 the general statutes, and (B) training in the preceding twelve-month 6 period conducted by a pharmacist, physician, physician assistant, 7 advanced practice registered nurse or registered nurse to (i) identify 8 the common causes of allergic reactions, signs and symptoms of mild 9 and severe allergic reactions and the ways in which anaphylaxis differs 10 from other medical conditions, and (ii) execute appropriate follow-up 11 and reporting procedures after a child has experienced a presumed 12 allergic reaction; 13 (2) "Qualified employee" means an employee who is eighteen years 14 Raised Bill No. 884 LCO 4598 {\\PRDFS1\SCOUSERS\FORZANOF\WS\2019SB-00884- R02-SB.docx } 2 of 3 of age or older and is appropriately trained; and 15 (3) "Qualified medical professional" has the same meaning as 16 provided in section 10-212a of the general statutes. 17 (b) Any qualified employee of the Department of Children and 18 Families Wilderness School may administer epinephrine by a 19 premeasured commercially prepared autoinjector for the purpose of 20 emergency first aid to a child enrolled in the Department of Children 21 and Families Wilderness School who experiences a presumed allergic 22 reaction in the absence of a written order from a qualified medical 23 professional, provided such child's parent or guardian has previously 24 authorized such administration in writing. 25 (c) The director of the Department of Children and Families 26 Wilderness School shall maintain epinephrine in premeasured 27 commercially prepared autoinjectors for the purpose of emergency 28 first aid to children who experience presumed allergic reactions and do 29 not have a prior written order from a qualified medical professional 30 authorizing the administration of epinephrine. 31 (d) The director of the Department of Children and Families 32 Wilderness School shall ensure that (1) all epinephrine in 33 premeasured, commercially prepared autoinjectors are stored and 34 labeled in a manner consistent with the regulations adopted pursuant 35 to section 19a-428 of the general statutes; and (2) records concerning 36 the administration of epinephrine in commercially prepared 37 autoinjectors are maintained in a manner consistent with the 38 regulations adopted pursuant to section 19a-428 of the general statutes. 39 (e) No qualified employee administering epinephrine to a child 40 pursuant to this section shall be liable to such child or a parent or 41 guardian of such child for civil damages for any personal injuries that 42 result from acts or omissions of such employee that may constitute 43 ordinary negligence.
