AN ACT CONCERNING GU IDELINES FOR A COMPREHENSIVE 
SCHOOL COUNSELOR PRO GRAM.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective July 1, 2019) Not later than January 1, 1 
2020, the State Board of Education, in collaboration with a state-wide 2 
association that represents school counselors, shall adopt guidelines 3 
for a comprehensive school counseling program. Such guidelines shall 4 
ensure that all students have access to a comprehensive school 5 
counseling program that provides academic, social-emotional and 6 
post-secondary and career readiness programming by a certified 7 
school counselor with adequate training. The state board shall make 8 
the guidelines available to local and regional boards of education and 9 
published on the Internet web site of the Department of Education.   10 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2019 New section 
 
Statement of Legislative Commissioners:   
The title was changed to accurately reflect the contents of the bill and 
in Section 1, "the Connecticut School Counselor Association" was 
replaced with "a state-wide association that represents school 
counselors" for consistency with standard drafting conventions.
