AN ACT CONCERNING TH E USE OF HOUSING VOUCHERS AT 
INSTITUTIONS OF HIGHER EDUCATION. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective July 1, 2019) The Office of Higher Education, in 1 
collaboration with the Department of Housing and the governing 2 
boards of each institution of higher education in the state, shall study 3 
the rate of homelessness among students enrolled in institutions of 4 
higher education in the state and the feasibility of establishing a 5 
program to distribute housing vouchers for on-campus or off-campus 6 
housing to homeless students to alleviate homelessness in the student 7 
population. Such study shall include, but need not be limited to, 8 
strategies to fund such program for housing vouchers. On or before 9 
January 1, 2020, the executive director of the Office of Higher 10 
Education shall report, in accordance with the provisions of section 11-11 
4a of the general statutes, on the findings of such study to the joint 12 
standing committees of the General Assembly having cognizance of 13 
matters relating to higher education and housing. 14  Raised Bill No.  962

This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2019 New section

To require a study on allowing college students to use housing 
vouchers at institutions of higher education to reduce homelessness in 
the student population.
