AN ACT CONCERNING TH E RECYCLING AND DISPOSAL OF SMOK E 
DETECTORS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) Not later than February 1, 2020, the 1 
Commissioner of Energy and Environmental Protection shall submit a 2 
report, in accordance with the provisions of section 11-4a of the general 3 
statutes, to the joint standing committee of the General Assembly 4 
having cognizance of matters relating to the environment concerning: 5 
(1) Current best practices for residents of the state to dispose of or 6 
recycle residential smoke detectors, (2) any hazardous waste concerns 7 
that arise from the disposal or recycling of residential smoke detectors, 8 
(3) achieved or estimated current state rates for the proper disposal or 9 
recycling of residential smoke detectors, (4) the efficacy of extended 10 
producer responsibility programs to yield higher rates of proper 11 
disposal or recycling of residential smoke detectors than are currently 12 
achieved or estimated in the state, (5) legislative recommendations 13 
concerning the disposal or recycling of residential smoke detectors, 14 
including, but not limited to, components of any recommended 15 
extended producer responsibility program for such smoke detectors 16  Raised Bill No.  1001

and any consumer awareness efforts for the proper disposal or 17 
recycling of residential smoke detectors. For purposes of this section, 18 
"residential smoke detector" means any battery operated or plug-in 19 
smoke detector intended for use in a residential dwelling, any carbon 20 
monoxide detector intended for use in a residential dwelling and any 21 
smoke detector and carbon monoxide detector combination intended 22 
for use in a residential dwelling. 23 
This act shall take effect as follows and shall amend the following 
sections:

To require an assessment of the need to implement an extended 
producer responsibility program for residential smoke detectors.
