AN ACT CONCERNING MU NICIPAL NOTICE TO SOLID WASTE 
COLLECTORS AND CONTI NUANCE OF SERVICE BY SUCH SOLID 
WASTE COLLECTORS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective October 1, 2019) (a) In any municipality 1 
where a solid waste collector has arrangements, contractual or 2 
otherwise, with residents of such municipality for the provision of 3 
trash collection and disposal services, the chief executive officer of 4 
such municipality shall give notice of not less than sixty days to such 5 
solid waste collector in the event such municipality will (1) begin 6 
directly providing such trash collection and disposal services to the 7 
residents of such municipality, or (2) contract with another solid waste 8 
collector for the provision of such services to such residents. 9 
(b) For not less than one year after the date on which such notice is 10 
given, (1) the municipality shall be prohibited from providing such 11 
trash collection and disposal services, (2) any solid waste collector with 12 
which such municipality subsequently contracts for the provision of 13 
such services shall be prohibited from providing such services, and (3) 14  Raised Bill No.  1011

a solid waste collector with arrangements, contractual or otherwise, 15 
with residents of such municipality for the provision of such services 16 
as of the date on which such notice is given may continue to provide 17 
such services. 18 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 October 1, 2019 New section 
 
Statement of Purpose:   
To require (1) a municipality to give notice of at least sixty days to any 
solid waste collector operating in such municipality prior to any action 
taken by such municipality to provide its own trash collection and 
disposal services, including contracting with another solid waste 
collector to provide such service, and (2) that, for one year after any 
such action, any solid waste collector with existing arrangements for 
the provision of such services be permitted to continue to provide such 
service.
