AN ACT CONCERNING A BLOCKCHAIN PILOT PROGRAM IN THE 
DEPARTMENT OF ADMINI STRATIVE SERVICES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective from passage) (a) As used in this section: 1 
(1) "Blockchain technology" means distributed ledger technology 2 
that uses a distributed, decentralized, shared and replicated ledger that 3 
may be public or private, permissioned or permissionless and that may 4 
include the use of electronic currencies or electronic tokens as a 5 
medium of electronic exchange; and 6 
(2) "Distributed ledger technology" means any database that is 7 
consensually shared and synchronized across multiple sites, 8 
institutions or geographies allowing for public witnesses to such 9 
transactions and may include supporting infrastructure, including 10 
blockchain technology, that uses a distributed, decentralized, shared 11 
and replicated ledger, whether public or private, permissioned or 12 
permissionless, and that may include the use of electronic currencies or 13 
electronic tokens as a medium of electronic storage. 14  Raised Bill No.  1032

(b) On or before October 1, 2019, the Department of Administrative 15 
Services shall develop and issue a request for proposals to incorporate 16 
blockchain technology to make the administration of a department 17 
function more efficient.  18 
(c) Not later than October 1, 2020, the department shall evaluate the 19 
responses to the request for proposals and submit a report, in 20 
accordance with the provisions of section 11-4a of the general statutes, 21 
identifying department functions that may be made more efficient by 22 
blockchain technology to the joint standing committees of the General 23 
Assembly having cognizance of matters relating to commerce and 24 
government administration. 25 
This act shall take effect as follows and shall amend the following 
sections:

To require the Department of Administrative Services to develop and 
issue a request for proposals to incorporate blockchain technology in 
the administration of a department function.
