AN ACT ESTABLISHING A TASK FORCE CONCERN ING CONSUMER 
PRIVACY.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established a task force 1 
to study the interests consumers have in protecting their privacy and 2 
possible methods to achieve such protection in this state while not 3 
overly burdening the businesses in this state. The task force shall 4 
examine what information businesses in this state should be required 5 
to disclose to consumers concerning consumers' personal information 6 
that is retained or sold by such businesses. Such examination shall 7 
include, but not be limited to, the California Consumer Privacy Act of 8 
2018, as amended, to consider what provisions could be implemented 9 
in this state. 10 
(b) The task force shall consist of the following members: 11 
(1) Two appointed by the speaker of the House of Representatives, 12 
one of whom has expertise in consumer privacy and one of whom has 13 
expertise in information technology; 14 
(2) Two appointed by the president pro tempore of the Senate, one 15 
of whom represents consumers or consumer issues; 16 
(3) One appointed by the majority leader of the House of 17  Substitute Bill No. 1108

Representatives, who is a representative of an association representing 18 
insurance companies; 19 
(4) One appointed by the majority leader of the Senate, who 20 
represents an association related to privacy issues; 21 
(5) One appointed by the minority leader of the House of 22 
Representatives, who represents an association representing retailers; 23 
(6) One appointed by the minority leader of the Senate; 24 
(7) The Commissioner of Consumer Protection, or a designee; 25 
(8) The Attorney General, or a designee; 26 
(9) The Commissioner of Economic and Community Development, 27 
or a designee; and 28 
(10) The Chief Information Officer, or a designee. 29 
(c) Any member of the task force appointed under subdivision (1), 30 
(2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 31 
of the General Assembly. 32 
(d) All appointments to the task force shall be made not later than 33 
thirty days after the effective date of this section. Any vacancy shall be 34 
filled by the appointing authority. 35 
(e) The speaker of the House of Representatives and the president 36 
pro tempore of the Senate shall select the chairpersons of the task force 37 
from among the members of the task force. Such chairpersons shall 38 
schedule the first meeting of the task force, which shall be held not 39 
later than sixty days after the effective date of this section. 40 
(f) The administrative staff of the joint standing committee of the 41 
General Assembly having cognizance of matters relating to consumer 42 
protection shall serve as administrative staff of the task force. 43  Substitute Bill No. 1108

(g) Not later than January 1, 2020, the task force shall submit a 44 
report on its findings and recommendations to the joint standing 45 
committees of the General Assembly having cognizance of matters 46 
relating to consumer protection and government administration, in 47 
accordance with the provisions of section 11-4a of the general statutes. 48 
The task force shall terminate on the date that it submits such report or 49 
January 1, 2020, whichever is later. 50 
This act shall take effect as follows and shall amend the following 
sections:
