General Assembly Substitute Bill No. 1126

AN ACT CONCERNING TH E CONVEYANCE OF A PA RCEL OF STATE
LAND IN THE TOWN OF HAMDEN.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (Effective from passage) (a) Notwithstanding any provision 1
of the general statutes, and except as provided in subsection (b) of this 2
section, the Commissioner of Administrative Services, on behalf of the 3
Commissioner of Children and Families, shall convey to the town of 4
Hamden a parcel of land located in the town of Hamden, and any 5
improvements on said parcel, for the sum of one million seven 6
hundred eight thousand three hundred dollars, plus the administrative 7
costs of making such conveyance. Said parcel of land has an area of 8
approximately 50.29 acres and contains the facility formerly known as 9
High Meadows, located at 825 Hartford Turnpike in the town of 10
Hamden, and is described in a warranty deed dated January 15, 1951, 11
and recorded in Volume 297 at pages 417 and 418 of the town of 12
Hamden Land Records. The conveyance shall be subject to the 13
approval of the State Properties Review Board. 14
(b) If the Commissioner of Administrative Services does not convey 15
said parcel of land and improvements by June 30, 2021, the parcel and 16
improvements shall not be conveyed under this section, except the 17
town of Hamden may request, and the commissioner may agree, to 18
extend said deadline for no more than an additional twelve months. If 19 Substitute Bill No. 1126

such extension is granted, the town of Hamden shall reimburse the 20
state for its actual costs that are attributable to such extension. 21
(c) The State Properties Review Board shall complete its review of 22
the conveyance of said parcel of land and improvements not later than 23
thirty days after it receives a proposed agreement from the 24
Department of Administrative Services. The land and improvements 25
shall remain under the care and control of the state until a conveyance 26
is made in accordance with the provisions of this section. The State 27
Treasurer shall execute and deliver any deed or instrument necessary 28
for a conveyance under this section. The Commissioner of 29
Administrative Services shall have the sole responsibility for all other 30
incidents of such conveyance. 31
This act shall take effect as follows and shall amend the following
sections:
