AN ACT REQUIRING A STUDY OF INTRAPRENEURSHIP.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (Effective from passage) (a) As used in this section, 1
"intrapreneurship" means entrepreneurship activities and practices 2
that are implemented and utilized within a company, which may 3
include, but are not limited to, those aimed at process improvement, 4
product development, strategic project execution, key business 5
objectives achievement or eventual spinoffs of intrapreneurial groups 6
or intrapreneurial activity commercial ventures. 7
(b) The Commissioner of Economic and Community Development 8
shall conduct a study of intrapreneurship in companies within and 9
without the state. The commissioner shall meet with representatives of 10
leading companies in the state that engage in intrapreneurship to learn 11
about best practices, review the intrapreneurship practices of 12
companies located in other states, survey academic and industry 13
literature on the subject and examine the public policies of other states 14
that have undertaken efforts to support entrepreneurship and 15

intrapreneurship. The commissioner may consult with any individuals 16
or entities the commissioner deems necessary or appropriate to 17
accomplish the study. 18
(c) Not later than January 17, 2020, the commissioner shall submit a 19
report, in accordance with the provisions of section 11-4a of the general 20
statutes, to the joint standing committee of the General Assembly 21
having cognizance of matters relating to finance, revenue and bonding 22
of the findings of such study. The report shall include legislative 23
recommendations to support and encourage intrapreneurship in the 24
state. 25
This act shall take effect as follows and shall amend the following
sections:

To require the Commissioner of Economic and Community
Development to conduct a study of intrapreneurship at companies
within and without the state and submit a report to the legislative
finance committee.
