AN ACT CONCERNING TH E CONVEYANCE OF AN E ASEMENT OVER 
A PARCEL OF STATE LAND IN THE TOWN OF NEWINGTON. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) Notwithstanding any provision 1 
of the general statutes, the Commissioner of Administrative Services 2 
shall convey to the town of Newington a conservation and public 3 
recreation easement over a portion of a parcel of land located in the 4 
town of Newington at a cost equal to the administrative costs of 5 
making such conveyance. Said parcel of land has an area of 6 
approximately 18.2 acres and is identified as a portion of Lot 000 in 7 
Block 010 on town of Newington Tax Assessor's Map 12, said portion 8 
being the same parcel identified as the Preservation Parcel on a map 9 
entitled "Potential Land Transfer Former Cedarcrest Hospital, 10 
Newington and Wethersfield, dated 10/3/2013" on file with the 11 
Department of Administrative Services. The conveyance of said 12 
easement shall be subject to the approval of the State Properties 13 
Review Board. 14

(b) The town of Newington shall only use said easement for open 15 
space and passive recreational use. Fee simple ownership in said 16 
parcel shall be retained by the state with all rights and privileges, 17 
including use for any future zoning setback requirements, buffer areas 18 
and density purposes as the state deems necessary. 19 
(c) The State Properties Review Board shall complete its review of 20 
the conveyance of said conservation and public recreation easement 21 
not later than thirty days after it receives a proposed easement deed 22 
from the Department of Administrative Services. The land shall remain 23 
under the care and control of said department. The State Treasurer 24 
shall execute and deliver any deed or instrument necessary for a 25 
conveyance of the easement under this section, which deed or 26 
instrument shall include provisions to carry out the purposes of 27 
subsection (b) of this section. The Commissioner of Administrative 28 
Services shall have the sole responsibility for all other incidents of such 29 
conveyance. 30 
This act shall take effect as follows and shall amend the following 
sections:
